A tactical vest's goal is carriage and modularity: MOLLE webbing mounts mags, pouches and radios, with abrasion resistance and load bearing as priorities and weight and breathability as afterthoughts. An outdoor vest (fishing, running, hiking) targets all-day comfort: light, breathable, quick-dry, practical pockets — load carrying isn't the point.
That fundamental difference drives every downstream difference in structure, fabric and detail.
Structural and detail differences
Tactical vests typically have dense PALS webbing, multiple buckles and adjustment straps, with 1000D/500D nylon on the load-bearing front and pouch mounting at the core. Outdoor vests center on mesh and light fabric, with more pockets, zippers and D-rings for airflow and convenience.

The two aren't strictly opposed. Shooting and range vests sit in between — shell loops and shoulder pads, yet breathable; fishing vests lean outdoor but carry tool mounts; quick-release outdoor vests borrow tactical buckles. How to choose: ask the primary task
Airsoft, military enthusiasm or training: pick tactical. Hiking, fishing, running or EDC: pick an outdoor vest or chest pack. If you just need a small everyday carry for keys and phone with occasional outdoor use, a lightweight chest pack beats a tactical vest. A clear primary task makes the choice obvious.
